One of the biggest fears of kids in middle school is having a bad teacher that yells and is rude. Maybe they are consistently rude to the whole class. It would be better for kids to report and show evidence. This leads me to believe phones should be in classes. It will stop teachers from being mean, in case of emergencies kids can call parents or warn authorities, and kids can access different platforms for getting information.
